La transferencia se produjo mientras un tribunal de Delaware estudia\u00a0la venta de acciones de PDV Holding para satisfacer a acreedores\u00a0como Crystallex y el gigante petrolero ConocoPhillips para que puedan cobrar laudos arbitrales por la expropiaci\u00f3n de sus activos en Venezuela.<\/p>\n<p style=\"text-align: justify\">La relevancia estrat\u00e9gica de Citgo para Venezuela<\/p>\n<p style=\"text-align: justify\">Citgo, con sede en Houston, es uno de los activos m\u00e1s importantes de Venezuela en el extranjero y las sanciones hab\u00edan bloqueado previamente cualquier transferencia de acciones. La Oficina de Control de Activos Extranjeros del Departamento del Tesoro otorg\u00f3 en mayo una licencia a PDV Holding que autorizaba a Rosneft a entregar el certificado. Las acciones hab\u00edan sido dadas a la empresa rusa como garant\u00eda de\u00a0un pago anticipado de petr\u00f3leo de US$1.500 millones, una operaci\u00f3n que la oposici\u00f3n venezolana consider\u00f3 ilegal, seg\u00fan el comunicado.<\/p>\n<p style=\"text-align: justify\">La transferencia del certificado de acciones pone fin efectivamente a la reclamaci\u00f3n de Rosneft sobre casi la mitad de Citgo. La otra mitad est\u00e1 puesta actualmente como\u00a0garant\u00eda a favor de los tenedores de un bono de PDVSA que venci\u00f3 en 2020, que tambi\u00e9n est\u00e1n tratando de embargar las acciones para el pago.<\/p>\n<p style=\"text-align: justify\">El ex fiscal general designado por la oposici\u00f3n, Jos\u00e9 Ignacio Hern\u00e1ndez, dijo que Rosneft ya no est\u00e1 incluida en la larga lista de acreedores que podr\u00edan tener derecho sobre Citgo, lo que calific\u00f3 de buena noticia, incluso cuando todav\u00eda hay muchas reclamaciones pendiente.<\/p>\n<p style=\"text-align: justify\">Crystallex, con sede en Toronto, ha estado tratando de obtener una indemnizaci\u00f3n despu\u00e9s de que su mina de oro fuera\u00a0expropiada en Venezuela por el difunto presidente Hugo Ch\u00e1vez. La empresa minera gan\u00f3 un laudo arbitral en 2016.
