MIGRACI\u00d3N EN EMERGENCIA: \u00c9XODO MASIVO DE PERSONAS VULNERABLES DESDE VENEZUELA <\/strong><\/p>\n

Diagn\u00f3sticos y propuestas ante el actual \u00e9xodo masivo de personas que desde Venezuela huyen en un contexto de emergencia humanitaria, fueron recogidos en el foro \u201cMigraci\u00f3n en Emergencia\u201d, \u00faltimo de los tres eventos tem\u00e1ticos que surgieron como espacios de discusi\u00f3n sobre preocupaciones por el declive del bienestar de la poblaci\u00f3n que afecta con mayor contundencia a sectores hist\u00f3ricamente discriminados por la acci\u00f3n del sexismo, la clasismo, la lesbohomotransfobia, el racismo y la xenofobia.<\/p>\n

\u201cEl perfil del migrante venezolano ya no es clase media, se ha dado paso a flujos constituidos por diferentes niveles socioecon\u00f3micos, entre los que se posicionan con mayor grado de vulnerabilidad las y los individuos intersectados por la etnicidad y el g\u00e9nero\u201d con estas palabras abri\u00f3 Alicia Moncada, responsable del trabajo en derechos econ\u00f3micos, sociales, culturales y ambientales para Amnist\u00eda Internacional Venezuela.<\/p>\n

\u201cQueda insistir en que, desde las organizaciones de la sociedad civil, estamos en medio de un trabajo sin\u00e9rgico generando diagn\u00f3sticos y propuestas, \u00a0exhortando al Estado a aceptar la cruel realidad que nos circunda, transversaliza y marca, a la par que trabajamos por la activaci\u00f3n de la cooperaci\u00f3n internacional y de apoyo a ONG para mitigar el sufrimiento diario y real de la poblaci\u00f3n venezolana\u201d.<\/p>\n

Autoridades venezolanas no pueden seguir mirando para otro lado<\/strong><\/p>\n

A trav\u00e9s de sus representantes, las organizaciones de la sociedad civil, tanto nacionales como internacionales que se dieron cita en el foro, resaltaron que el gobierno venezolano debe dejar de mirar hacia otro lado ante el fen\u00f3meno de la emigraci\u00f3n venezolana y empezar a levantar estad\u00edsticas junto a expertos que permitan tomar medidas en tanto es el Estado el responsable del bienestar de todas las venezolanas y todos los venezolanos, dentro o fuera de las fronteras del pa\u00eds.<\/p>\n

Tambi\u00e9n se explic\u00f3 que en pa\u00edses con una larga historia de migraci\u00f3n como Ecuador, las personas nacionales fuera del territorio tienen incluso representaci\u00f3n legislativa, lo cual es crucial para que pueda haber un seguimiento de sus derechos.<\/p>\n

Los pa\u00edses vecinos est\u00e1n en la obligaci\u00f3n de brindar atenci\u00f3n y documentaci\u00f3n a quienes huyen de Venezuela<\/strong><\/p>\n

Existe un amplio consenso en que las autoridades de los pa\u00edses vecinos deben brindar atenci\u00f3n y rutas seguras a todas las personas que huyen de Venezuela sin importar su estatus migratorio, de manera no solo de respetar los derechos humanos de esta poblaci\u00f3n sino tambi\u00e9n aprovecharla para el desarrollo de sus propios pa\u00edses.<\/p>\n

Juan Fernando Flores, diputado de la Asamblea Nacional de Ecuador, expuso que instancias como el Parlamento Andino deben generar una pol\u00edtica regional que ayude a mitigar el gran sufrimiento humano en este escenario. \u201cLa mayor emigraci\u00f3n desde Venezuela en la actualidad se da a trav\u00e9s de la frontera con Colombia. Venezolanas y venezolanos est\u00e1n tratando de salir como sea; pa\u00edses vecinos tienen la responsabilidad de garantizar canales regulares que les protejan\u201d<\/p>\n

En este sentido, para Flores, es necesario brindar documentaci\u00f3n a las personas migrantes \u00a0de manera de evitar situaciones de trabajo forzoso, trata, sub empleo y estafas.<\/p>\n

\u201cA pesar de que la mayor\u00eda de las personas que emigran desde Venezuela a Brasil son j\u00f3venes y tienen un alto nivel educativo, muchos terminan pidiendo dinero en los sem\u00e1foros\u201d, apunt\u00f3 Leonardo Cavalcanti, experto y representante de la Universidad de Brasilia y del Observatorio de Migraciones Internacionales, quien agreg\u00f3 que los pueblos ind\u00edgenas se llevar\u00edan la peor parte: debido a que es especialmente dif\u00edcil para ellos que consigan documentaci\u00f3n. \u201cEl 90% de migrantes en situaci\u00f3n de indigencia en Brasil, espec\u00edficamente en el estado de Roraima, son warao de Venezuela\u201d.<\/p>\n

Sobre este tema en particular Jos\u00e9 Naveda, activista warao, denuncia que ind\u00edgenas en Venezuela emigran porque est\u00e1n muriendo de hambre y por la falta de medicinas. La contaminaci\u00f3n tambi\u00e9n les afecta, \u201chay ni\u00f1os muriendo por beber agua del r\u00edo al no haber potabilizadoras de agua\u201d.<\/p>\n

\u201cLos pueblos ind\u00edgenas de Delta Amacuro necesitan proyectos sustentables a largo plazo, no medidas puntuales asistenciales, como recibir una bolsa de comida de vez en cuando\u201d.<\/p>\n

No nada m\u00e1s venezolanos: colombianas y colombianos que regresan a su pa\u00eds desde Venezuela tambi\u00e9n se ve afectados<\/strong><\/p>\n

Elyaisela Cabrera de Hias Venezuela, apunt\u00f3 que \u201cno solo es necesario atender a venezolanos que salen de Venezuela por la emergencia humanitaria sino tambi\u00e9n a colombianos que est\u00e1n regresando a su pa\u00eds\u201d.<\/p>\n

\u201cPersonas que huyen de Venezuela necesitan apoyo: asistencia legal as\u00ed como seguridad alimentaria, servicios de primeros auxilios psicol\u00f3gicos e integraci\u00f3n socio cultural, basados en redes comunitarias que faciliten espacios de integraci\u00f3n. Si las personas que emigran no son informadas por las autoridades pueden ser vulnerables a abusos\u201d.<\/p>\n
