{"id":3285,"date":"2018-04-20T09:44:27","date_gmt":"2018-04-20T09:44:27","guid":{"rendered":"http:\/\/noti-america.com\/site\/alemania\/?p=3285"},"modified":"2018-04-20T09:44:27","modified_gmt":"2018-04-20T09:44:27","slug":"peugeot-boss-faces-toughest-adversary-yet-in-ig-metall","status":"publish","type":"post","link":"https:\/\/noti-america.com\/site\/principal\/2018\/04\/20\/peugeot-boss-faces-toughest-adversary-yet-in-ig-metall\/","title":{"rendered":"Peugeot boss faces toughest adversary yet in IG Metall"},"content":{"rendered":"<div class=\"container_2tb_t\">\n<div class=\"upper-container_3g5eM\">\n<div class=\"foreground\">\n<div class=\"container_385r0 fluid-left_3DYLH\">\n<div class=\"column_1uZPg left_qEP9d\">\n<div class=\"content-container_3Ma9y\">\n<p class=\"headline_2zdFM\"><span style=\"font-size: 16px\">PARIS\/FRANKFURT &#8211; PSA Group (<\/span><span id=\"\u201dsymbol_PEUP.PA_0\u201d\" style=\"font-size: 16px\"><a href=\"https:\/\/uk.reuters.com\/business\/quotes\/overview?symbol=PEUP.PA\">PEUP.PA<\/a><\/span><span style=\"font-size: 16px\">) boss Carlos Tavares, whose career has seen him thrash out margin-boosting labour deals for two carmakers in several countries, is now taking on Germany\u2019s IG Metall union, which has been the undoing of many a cost cutter.<\/span><\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"container_385r0 content_C2jxE fluid-left_3DYLH\">\n<div class=\"column_1uZPg left_qEP9d\">\n<div class=\"container_17wb1\">\n<div class=\"body_1gnLA\">\n<p>Under Tavares, a former Renault (<span id=\"\u201dsymbol_RENA.PA_1\u201d\"><a href=\"https:\/\/uk.reuters.com\/business\/quotes\/overview?symbol=RENA.PA\">RENA.PA<\/a><\/span>) executive, the Peugeot maker is demanding pay curbs and other concessions from workers at Opel, the loss-making German carmaker it bought from General Motors (<span id=\"\u201dsymbol_GM.N_2\u201d\"><a href=\"https:\/\/uk.reuters.com\/business\/quotes\/overview?symbol=GM.N\">GM.N<\/a><\/span>) last year, in return for new investment.<\/p>\n<p>The standoff could quickly take a political turn, amid reports PSA is also looking to shed thousands of jobs.<\/p>\n<p>Chancellor Angela Merkel intervened publicly on Wednesday, saying PSA must honour commitments made prior to the acquisition &#8211; when Tavares told German leaders there were no plans for plant closures or compulsory layoffs.<\/p>\n<p>\u201cWe expect above all that the company sticks to everything it promised in connection with the takeover,\u201d Merkel said at a summit of German state premiers, adding her government was seeking talks with PSA management.<\/p>\n<p>Western carmakers typically use plants in low-cost countries as benchmarks, warning higher-wage workers that failure to narrow the productivity gap could endanger their jobs.<\/p>\n<p>Pressure on manufacturing costs has increased with investment demands for connected, autonomous and electrified car development. GM is now employing similar tactics to seek concessions from its South Korean workforce.<\/p>\n<p>The U.S. carmaker failed to end Opel losses over two decades, hemmed in by German \u201ccodetermination\u201d laws granting workers board seats and by IG Metall &#8211; which has thwarted or altered the plans of companies ranging from Volkswagen to Tesla.<\/p>\n<h3>BLUFF CALLED<\/h3>\n<p>Tensions have mounted at Opel since German workers called Tavares\u2019 bluff last week, by rejecting demands they waive the 4.3 percent pay increase negotiated by IG Metall nationwide.<\/p>\n<p>In response, PSA put investment plans on hold for the Eisenach plant in central Germany, tabling no new proposals. Unions fear the group may now begin planning to wind the plant down, triggering an all-out confrontation.<\/p>\n<p>Eisenach, which will lose Opel Corsa subcompact production after the model is updated next year, would have built the new Grandland SUV under the paused investment, sources have said.<\/p>\n<p>That plan would sustain only about half of the plant\u2019s workforce of 1,800, union representative Wolfgang Schaefer-Klug said after a works council meeting on Thursday.<\/p>\n<p>Opel could also cut 2,700-3,700 of the 7,700 jobs at its Ruesselsheim research centre under scenarios discussed at the meeting, business magazine Wirtschaftswoche reported.<\/p>\n<p>PSA human resources chief Xavier Chereau had warned of \u201cconsequences\u201d if IG Metall rebuffed management proposals, after other unions in Spain and Britain agreed concessions, according to a union source with knowledge of the talks.<\/p>\n<p>\u201cWe told him IG Metall is not like other unions,\u201d he said.<\/p>\n<h3>FRENCH SQUEEZE<\/h3>\n<p>In Europe, French carmakers have led the squeeze on labour, extracting pay freezes and working time flexibility as investment recovered from the last major financial crisis.<\/p>\n<p>Renault, with Tavares as second-in-command, struck a deal with Spanish workers in November 2012. That in turn helped cajole French unions into signing a similar pact three months later. PSA, under then CEO Philippe Varin, followed suit.<\/p>\n<p>Such deals are part of the reason why PSA and Renault now regularly post automotive operating profit margins above 6 percent, compared with their 2-3 percent pre-crisis norms. By contrast, Volkswagen\u2019s (<span id=\"\u201dsymbol_VOWG_p.DE_3\u201d\"><a href=\"https:\/\/uk.reuters.com\/business\/quotes\/overview?symbol=VOWG_p.DE\">VOWG_p.DE<\/a><\/span>) namesake volume brand raised its margin to 4.1 percent last year from 1.8 percent.<\/p>\n<p>Opel and British sister brand Vauxhall lost 179 million euros ($221 million) for a negative 2.5 percent margin in the last five months of 2017, after PSA took control.<\/p>\n<p>The French carmaker has said it discovered the full extent of Opel\u2019s problems only once it had closed the acquisition &#8211; and months after giving assurances that no closures were necessary.<\/p>\n<p>\u201cIG Metall wants to apply the same methods it always has, which cost Opel 20 years of losses and 50,000 jobs,\u201d said a source close to the French carmaker.<\/p>\n<p>The French group referred Reuters questions to Opel, which said it remained hopeful that \u201ccodetermination-based dialogue\u201d would achieve a deal.<\/p>\n<p>\u201cWe want to pave the way for a sustainable future by unleashing investments based on the right level of competitiveness,\u201d a company spokesman said, adding it aimed to avoid \u201cforced redundancies\u201d.<\/p>\n<div class=\"container_2INI3\">\n<div class=\"module-container_hxJdf\">\n<div class=\"quote-container\">\n<div class=\"quote-data-container_3GKfw\">\n<div class=\"header_O5Rnc\">\n<div class=\"row_278H- bottom\">\n<div class=\"change_2A-aw\"><\/div>\n<div class=\"change_2A-aw\">IG Metall has a history of humbling foreign managers.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>Tesla (<span id=\"\u201dsymbol_TSLA.O_4\u201d\"><a href=\"https:\/\/uk.reuters.com\/business\/quotes\/overview?symbol=TSLA.O\">TSLA.O<\/a><\/span>) became enmeshed in a German labour dispute soon after its 2016 acquisition of robotics specialist Grohmann, before eventually granting a 30 percent wage hike.<\/p>\n<p>In one of its earlier failed attempts to halt Opel losses, GM negotiated the closure of its Bochum plant, north of Cologne &#8211; but only at the price of job guarantees for remaining workers of the kind Tavares is now seeking to unpick.<\/p>\n<h3>NO GUARANTEES<\/h3>\n<p>Staying competitive offers the \u201conly guarantee\u201d of future sustainability for PSA workers and sites, the PSA boss is fond of saying.<\/p>\n<p>The group is so far refusing to renew the multi-year job and plant guarantees that typically accompany new production investments, according to sources on both sides of the talks, who asked not to be named. Current guarantees on jobs begin expiring this year, while Opel\u2019s plants are covered until 2020.<\/p>\n<p>\u201cNew guarantees are not on the table,\u201d said one. Management is now insisting the unions come back with proposed cuts to Christmas and holiday bonuses and other supplementary pay, to offset the basic wage increase they refused to suspend.<\/p>\n<p>Any PSA concessions on Eisenach would have likely repercussions for Opel\u2019s Ruesselsheim and Kaiserslautern plants and the rest of its 19,000 German workforce. It could also undermine labour agreement across the broader group.<\/p>\n<p>\u201cWe too have been through tough times and made considerable sacrifices for a competitiveness deal,\u201d said Franck Don, a French official with PSA\u2019s centrist CFTC union.<\/p>\n<div>\u00a0\u201cFrench workers wouldn\u2019t understand it if their Opel peers were not asked to make the same concessions they had to make. It would definitely create tensions in France.\u201d<\/div>\n<p>During investor pitches, however, Tavares has placed heavy emphasis on Opel\u2019s German identity as a source of export growth potential &#8211;
