La Comisi\u00f3n Europea presenta un inmenso paquete legislativo para fijar la hoja de ruta para reducir las emisiones de gases de efecto invernadero un 55% respecto a los niveles de 1990 para 2030. Entre las medidas, aumentar el porcentaje de renovables hasta un 40%, prohibir la venta de coches de combusti\u00f3n en 2035 o ampliar el mercado de emisiones de carbono reduciendo los permisos de emisi\u00f3n gratuitos e introduciendo el transporte mar\u00edtimo.<\/p><\/blockquote>\n
\u201cEl principio es muy sencillo, las emisiones de CO2 tienen que pagar un precio\u201d. Esta es seg\u00fan la presidenta de la Comisi\u00f3n Europea, Ursula von der Leyen, la piedra angular del paquete legislativo presentado este mi\u00e9rcoles en Bruselas. Sobre esta base la Comisi\u00f3n Europea ha presentado trece propuestas legislativas, entre revisiones y nuevos textos, que pretenden revolucionar la forma en la que los europeos se mueven, calientan sus hogares o comercian.<\/p>\n
Uno de los cambios principales pasa por una reforma del mercado de emisiones de carbono europeo. Conocido por sus siglas en ingl\u00e9s, EUETS, es el mercado de carbono m\u00e1s grande e importante del mundo. Y tambi\u00e9n el m\u00e1s antiguo, vigente desde hace quince a\u00f1os. El sistema pone precio a cada tonelada de carbono emitida por los productores de energ\u00eda y sectores como el acero, los qu\u00edmicos o el cemento. Cubre alrededor del 40% de las emisiones de la UE y afecta a unas 10.000 industrias.<\/p>\n
Pero no es suficiente. La reforma pone por primera vez precio a las emisiones producidas por el transporte mar\u00edtimo, que representa un total del 13% de las emisiones de transporte de la Uni\u00f3n Europea. Adem\u00e1s, reduce los permisos de emisi\u00f3n gratuitos para la aviaci\u00f3n.<\/p>\n
Bruselas tambi\u00e9n se pone seria con las emisiones que provienen de los coches y los edificios y creara un mercado de carbono espec\u00edfico para estos dos sectores. Los edificios consumen el 40% de la energ\u00eda de la Uni\u00f3n Europea. Para reducir su peso dentro del gasto energ\u00e9tico, la Comisi\u00f3n plantea distintas medidas: quiere que los Estados miembros renueven el 3% de todos sus edificios p\u00fablicos cada a\u00f1o y que reduzcan su uso de energ\u00eda en un 1,7% tambi\u00e9n de forma anual.<\/p>\n
En el caso de los transportes la Comisi\u00f3n apuesta por el coche el\u00e9ctrico. Para el a\u00f1o 2035 quiere que todos los coches que se vendan en la Uni\u00f3n Europea sean 100% cero emisiones, lo que en la pr\u00e1ctica se traduce en una prohibici\u00f3n de facto del coche de combusti\u00f3n. Adem\u00e1s, instalara cargadores en las redes de autov\u00edas: cada 60km para los coches el\u00e9ctricos y cada 150km para los coches que funcionen con hidrogeno.<\/p>\n
Para evitar que las medidas acaben afectando a los ciudadanos m\u00e1s vulnerables y profundizando en la pobreza energ\u00e9tica, la Comisi\u00f3n creara un Fondo Social Clim\u00e1tico. El fondo estar\u00e1 financiado con el equivalente al 25% de los ingresos provenientes de las tasas al carbono de transportes y edificios. Ahora empieza uno de los verdaderos retos: traducir estar propuestas legislativas en leyes. Algo en lo que entra en juego tanto el Parlamento Europeo, con una elevada ambici\u00f3n clim\u00e1tica, y los Estados miembros, que se resisten a profundizar en el reto medioambiental ante el efecto que podr\u00eda tener en sus ciudadanos m\u00e1s vulnerables.
